英国王のスピーチ(その一)
英国王のスピーチと言えば、エリザベス2世の父親、ジョージ6世を主人公にした映画「国王のスピーチ(原題:The King’s Speech)」(2010年公開)があった。吃音に悩む国王とその治療に取り組む言語聴覚士との交流はヘレン・ケラーと家庭教師サリバン先生の物語を思い起こさせる。(映画の題名「奇跡の人(The Miracle Worker)」はケラーではなく、サリバン先生を指しているそうだ)兄であるエドワード8世のスキャンダラスな突然の退位によるごたごた、第二次大戦前夜の緊張した国際情勢が絡んで、なかなか見応えがあった。英国国民でない言語聴覚士が即位前のアルバート(通称バーティ)王子にため口をきくところなど面白く、作品賞など4部門でアカデミー賞を受賞している。
今回取り上げるのは、本年4月に国賓として米国に招かれた英国国王チャールズ3世が4月28日に米連邦議会の上下両院合同会議で行ったスピーチである。チャールズ国王がスピーチの中で言及しているように英国国王が米議会で演説を行うのは、母である故エリザベス女王以来で、史上2度目である。
英国と米国の関係は、追加関税問題、ウクライナへの支援問題、NATO問題、そしてイランとの争いを巡って最近特に緊張を孕んだものになっている。先日も、トランプは、イランへの攻撃を巡る英国の支援が限定的だとして、英国首相を「チャーチルじゃない」と批判し、さらには「英国にはもはや十分な海軍力がない。空母もうまく機能していない」と、英国の軍事力を揶揄するなど言いたい放題である。
このような状況下で、国賓として米国に招かれたチャールズ国王がどのような対応を示すのか注目されていた。特に、米連邦議会での演説は関心を集め、言いたい放題のトランプ政権に対して何か一言返すのか、国賓としてお行儀よく無難に済ますのか、どちらだろうかと話題になり、政治的綱渡りとの見方もあった。
さて、4月28日のスピーチだが、米国連邦議会議事堂で上院議長を兼ねるJ・D・ヴァンス副大統領と下院議長マイク・ジョンソン下院議員を背にして上下両院の議員たちに対して行い、途中頻繁にスタンディングオベーションがあり(12回だそうだ)、その間しばし演説を止めなければならないほどだった。
当日のチャールズ国王の演説の内容はバッキンガム宮殿から正式にトランスクリプトが発表されているので、それに従ってみていこう。
Mr. Vice President, Mr. Speaker, Members of Congress, representatives of the American People across all states, territories, cities and communities.
I would like to take this opportunity to express my particular gratitude to you all for the great honour of addressing this Joint Meeting of Congress and, on behalf of The Queen and myself, to thank the American people for welcoming us to the United States to mark this semi-quincentennial year of the Declaration of Independence.
ここまでは通り一遍の挨拶だ。ちなみに、Mr. Speakerは英米とも下院議長を指す言葉であり(厳密にいうと英国は「庶民院(House of Commons)」)、米国憲法では副大統領が上院議長を兼ねるから、上下両院の議長が揃ったわけだ。
And for all of that time, our destinies as Nations have been interlinked. As Oscar Wilde said, “We have really everything in common with America nowadays except, of course, language!”
ここでオスカー・ワイルドを引用するのが面白い。「言葉を除いては」はいろいろな意味にとれるが、英国の政治家であればまずありえない、とても大統領とは思えない粗野で過激な言葉を大量にまき散らすトランプを皮肉ったと言うのは考えすぎか。そう思う人もいるだろう程度でいいのかもしれない。オスカー・ワイルドと米国の関係は実は結構深い。彼は1881年暮れから翌年の暮れまで米国で講演会を開き、その回数は100回にもなる。ワイルドは引用されたもの以外に米国について興味深い言葉をいくつか残している。その一つが、“America is the only country that went from barbarism to decadence without civilization in between.” 「アメリカは野蛮状態から退廃に進んだ唯一の国だが、その間に文明が存在しなかった。」スピーチを直接聴いた上下院議員の中にワイルドのこの言葉を知っている者がどれだけいるかは疑問だが、今の荒廃した(金権、貧困、銃、麻薬)米国の状況を見たらなるほどと思わせる言葉である。トランプ政権にもピッタリだ。チャールズ国王がここまで考えてワイルドを引用したならすごいことだ。
Ladies and gentlemen, we meet in times of great uncertainty; in times of conflict from Europe to the Middle East which pose immense challenges for the international community and whose impact is felt in communities the length and breadth of our own countries.
We meet, too, in the aftermath of the incident not far from this great building that sought to harm the leadership of your Nation and to foment wider fear and discord. Let me say with unshakeable resolve: such acts of violence will never succeed. Whatever our differences, whatever disagreements we may have, we stand united in our commitment to uphold democracy, to protect all our people from harm, and to salute the courage of those who daily risk their lives in the service of our countries.
英国と米国の間には様々な意見の違いがあるが、民主主義を護るためにはそれを乗り越えて共に問題に立ち向かおうと言う呼びかけである。これに「違う」と異を唱える者はいないだろう。あらためて「そうだ」と思うはずである。この直前に発生したトランプ暗殺未遂事件に触れながらともに立ち向かう姿勢を強調している。
So, I come here today with the highest respect for the United States Congress; this citadel of democracy created to represent the voice of all American people to advance sacred rights and freedoms. Speaking in this renowned chamber of debate and deliberation, I cannot help but think of my late mother, Queen Elizabeth, who, in 1991, was also afforded this signal honour and similarly spoke under the watchful eye of the Statue of Freedom above us.
米国議会を「民主主義を護る砦」と言及したのは、議会に対する単なるリップサービスではない。トランプの暴走を止められない米国議会に「活」を入れたのではないか。特に共和党の議員はこそばゆい思いをしたかもしれないし、民主党議員はその通りだと改めて認識しただろう。
Today, I am here on this great occasion in the life of our Nations to express the highest regard and friendship of the British people to the people of the United States. Standing here today, it is hard not to feel the weight of history on my shoulder – because the modern relationship between our two Nations and our own peoples spans not merely 250 years, but over four centuries. It is extraordinary to think that I am the nineteenth in our line of Sovereigns to study, with daily attention, the affairs of America.
1607年に北米本土英領バージニア植民地のジェームズタウンに最初の永続的なイングランド植民地が設立されて以来、英国と米国の関係は400年にもおよぶ長いものであることをリマインドしたわけだ。王権神授説で知られるジェームズ1世の治世から始まるその400年間、歴代の英国王は日々米国情勢に注目してきたが、その中でチャールズ国王は19代目に当たるそうだ。ジェームズ1世以後のイングランド・スコットランド国王と英国国王は全員、ジェームズ1世とアン・オブ・デンマークの血を引いている。この400年の間、17世紀半ば王権と勢力を増した議会の対立が激化、9年にわたる内乱の結果、ジェームズ1世の後のチャールズ1世は処刑され、一時的に王政は廃止、共和国となった。その後、王政復古を経て(反逆者としてオリバー・クロムウェルの遺体は墓から掘り出され、その上首をちょん切られ、ウェストミンスター・ホールの屋根に四半世紀晒された。英国では国王とその家族に対する大逆罪の刑は、「首吊り・内臓抉り・四つ裂きの刑(Hanged, drawn and quartered)」で19世紀前半まで行われた)、現代の立憲国王制と議院内閣制を基盤とする議会制民主主義国家となるわけだ。チャールズ国王は英米相互の歴史を語りながら、英国の政治の歴史が現在の米国の政治にも繋がっていることをリマインドしているのだ。
As you may know, when I address my own Parliament at Westminster, we still follow an age-old tradition and take a member of Parliament ‘hostage’, holding him or her at Buckingham Palace until I am safely returned. These days, we look after our ‘guest’
rather well – to the point that they often do not want to leave! I don’t know, Mr Speaker, if there were any volunteers for that role here today…?
ここで、英国民には常識かもしれないが、他国民は英国王室の最も奇妙な儀式の1つを知る。王室は議会の開会前に下院議員1名を「人質に取る」のだ。かつて議会と国王が敵対していた歴史的経緯から、国王が議会に赴く際には下院議員1名が国王の人質となりバッキンガム宮殿に滞在するという慣習は、今では全く儀礼的なものだが、この慣習によってベテランの議員1名は登院せずに宮殿で待機し、国王が帰城するまで宮殿に留まるのである。内戦が終結し、チャールズ1世が処刑され、共和制となり、王政復古があって国王と議会は新たな関係を構築したが、その後も王室と議会は緊張関係にあって、このような「奇習」が生まれたのだ。王権と議会は対立を乗り越え、当時はリアルであった「人質」も今では笑いを誘うような話となった。
As I look back across the centuries, Mr Speaker, there emerge certain patterns; certain self-evident truths from which we can learn and draw mutual strength. With the Spirit of 1776 in our minds, we can perhaps agree that we do not always agree – at least in the first instance. Indeed, the very principle on which your Congress was founded – no taxation without representation – was at once a fundamental disagreement between us, and at the same time a shared democratic value which you inherited from us. Ours is a partnership born out of dispute, but no less strong for it.
独立戦争時の有名なスローガン「代表なくして課税なし(No Taxation without representation)」は米国と英国の対立を象徴する言葉だが、同時に英国の伝統に根差したものだったのだ。民衆が自ら選出した議員の承認無しに政府が人民を課税することは不当であるという理念自体は、13世紀に制定されたマグナ・カルタに由来するもので、以来英国法において長らく人民の権利の一つとして保証されてきていた。チャールズ国王は米国の独立の精神は英国の土壌で養われたものであることをリマインドさせたのである。国王はここでマグナ・カルタに触れたが、これは後のさらに重要な個所の布石なのである。
So perhaps, in this example, we can discern that our Nations are in fact instinctively like-minded – a product of the common democratic, legal and social traditions in which our governance is rooted to this day. Drawing on these values and traditions, time and again, our two countries have always found ways to come together. And by Jove, Mr Speaker, when we have found that way to agree, what great change is brought about – not just for the benefit of our peoples, but of all peoples.
米国と英国は民主的、法的、社会的伝統を共有しているのであるから、衝突はしても基本的には共に手を携え困難に立ち向かってきたのであり、この2つの国が共同すれば、それぞれの国民のみならず世界にとっても大きな変化をもたらす。「2か国間でうまくやればお互いにとって利益だ。中米の17億が喜ぶ。ついでに残りの数十億にとっても」とシー・ジンピンチェアマンが先日北京で言ったが、なんという違いだろうか。シー・ジンピンは中国と米国で世界を二分して牛耳ろうと言っているのである。チャールズ国王は2か国が共同して変化をもたらそうと提案しているのである。フィロソフィーの違いである。
This, I believe, is the special ingredient in our relationship. As President Trump himself observed during his State Visit to Britain last autumn, “The bond of kinship and identity between America and the United Kingdom is priceless and eternal. It is irreplaceable and unbreakable.” This is by no means my first visit to Washington, D.C. – the capital of this great Republic. It is in fact my twentieth visit to the United States, and my first as King and Head of the Commonwealth. This is a city which symbolises a period in our shared history, or what Charles Dickens might have called “A Tale of Two Georges”: the first President, George Washington, and my five-times Great Grandfather, King George III. King George never set foot in America and, please rest assured, I am not here as part of some cunning rearguard action.
もう一人のジョージ、すなわち独立戦争時の英国王ジョージ3世の治世はヨーロッパからアジアまでの戦争に彩られ、晩年は精神疾患に悩まされた。当時の米国におけるジョージ3世の評価は暴君そのもので、英国においては「帝国主義の失敗のスケープゴート」として、いずれにせよ、あまり芳しいものではない。チャールズ国王はその子孫とは言え、「再征服を目論んで来たわけではないので、ご安心を」と笑わせている。
The Founding Fathers were bold and imaginative rebels with a cause. Two hundred and fifty years ago – or, as we say in the United Kingdom, just the other day – they declared Independence. By balancing contending forces and drawing strength in diversity, they united thirteen disparate colonies to forge a Nation on the revolutionary idea of life, liberty and the pursuit of happiness. They carried with them, and carried forward, the great inheritance of the British Enlightenment – as well as the ideals which had an even deeper history in English Common Law and Magna Carta.
ここから始まる部分は特にいい。この演説の肝である。チャールズ国王は、「米国建国(The Founding Fathers)の父は大義を有する大胆で想像力に富んだ反逆者たちでした。」と語って議員たちを喜ばせた。彼らの反逆には義があったと英国王が認めたのである。しかも、単なる反逆者ではない。大胆で想像力に富み、「異質な13の植民地をまとめ上げただけでなく、その多様性を力にして自由と幸福追求に邁進したのです。」と、これ以上の誉め言葉はない。しかも、英国王自らがそう言うのである。さて、ここからが肝心な部分である。建国の父たちを持ち上げ、英国だと250年はついこの間ですがと笑わせ、同時に英国の歴史はさらに古いぞと念を押しながら、「建国の父たちが抱き、そして伝えたものは英国啓蒙思想の大いなる遺産であり、英国普通法(English Common Law)およびマグナ・カルタのさらなる長い歴史に根差した理念であったのです。」と続け、前に触れた米国の独立の精神は英国の土壌で養われたものであることをさらに具体的に述べたのである。
These roots run deep, and they are still vital. Our Declaration of Rights of 1689 was not only the foundation of our constitutional Monarchy, but also provided the source of so many of the principles reiterated – often verbatim – in the American Bill of Rights of 1791. And those roots go even further back in our history: the U.S. Supreme Court Historical Society has calculated that Magna Carta is cited in at least 160 Supreme Court cases since 1789, not least as the foundation of the principle that executive power is subject to checks and balances. This is the reason why there stands a stone, by the River Thames at Runnymede where Magna Carta was signed in the year 1215. This stone records that an acre of that ancient and historic site was given to the U.S.A. by the people of the United Kingdom, to symbolise our shared resolve in support of liberty, and in memory of President John F. Kennedy.
チャールズ国王はさらに米国におけるマグナ・カルタの今日的意義について続ける。今回のスピーチの肝の部分である。議会に向けたスピーチであるから、議会の地位と役割を強調するのは当然だが、同時に、トランプ政権とその運営に対して痛烈な批判ともなっている。具体的には、チャールズ国王は「行政権に対する制御と抑制の基本原理の礎」としてマグナ・カルタ(英国では、Great Charter of the Liberties、「自由の大憲章」と称される)を挙げているのだ。行政権を専制と言い換えても良い。 あらためて、マグナ・カルタとは、1215年、英国で、封建諸侯と都市代表が共同してプランタジネット朝の国王ジョンに対し、王権の制限、諸侯の既得権、都市の自由の規定を認めさせたもので(強制的に署名させた)、英国憲法を構成する重要な憲章とされているものである。王をも法の下に置くという「法の支配(rule of law)」の古典的根拠となった。800年前というと、日本なら鎌倉時代で、承久の乱(1221年)とほぼ同時期だ。新興勢力と旧勢力の力関係の変化の転機という点では似通っていて興味深い。しかし、そのころ定められたマグナ・カルタが今なお英国憲法の重要な部分を構成するのがすごいところだ。過去の遺物ではないのだ。日本で同じころ定められた「御成敗式目」(1232年)は武家法典として長らく影響力を持ったが、武家がいなくなると無意味になった。しかし、マグナ・カルタは1789年来米最高裁判決に少なくとも160回引用されており、今に至るまで独立宣言、合衆国憲法と並ぶ重要文書とされているのである。
今回はここまでにしておこう。次回は、トランプ政権との関連でチャールズ国王のスピーチの意味を考えてみたい。
